Human insecurity is in the first place one of the driving forces of migration, but it can also be one of the outcomes of migration. The paper explored a range of factors which lead to migration by individuals, and focussed on the decision-making process behind voluntary migration. and by George Dickinson Regional applications of human security: the case of the Shanghai Cooperation Organization. This paper addressed the untenable tension between the security threats identified by the Shanghai Cooperation Organization, the means by which it addressed them, and the values that it sought to protect from them.
